e-toll

We can confirm that e-tolling will / has gone live in Gauteng on 3 December 2013.

As a Car Rental Company we are legally obliged to comply with SANRAL requirements and therefore an e-tag has been fitted to all vehicles rented in the Gauteng Region as an initial roll out.

Gantry Tags

Budget are in the process of tagging our entire fleet, however the tags are only applicable to the GFIP (Gauteng Freeway Improvement Project) for the time being. Bakwena Gantries are also included however is limited to only a collection administration functionality with no discounts accruing from the GFIP Gantry transactions.

Should an e-tag not be fitted to your vehicle, the details will be processed according to the licence plate number, as recorded when using the toll roads.

If an e-tag is lost or stolen a charge of R600.00 will become payable by you and the tag will be blacklisted with SANRAL immediately.

Charges

You will be billed according to the Government Gazetted Tariff for registered e-tag users.
Budget will cap your charges in any one month (or part thereof) to the SANRAL’s maximum
of R450. Should your rental extend over two months, new charges will accumulate in the
second period up to a total value of R450 once again, as we are guided by SANRAL’s calendar months (1 – 31) refresh “button” per vehicle registration. Should you change your vehicle for any reason, charges will accumulate on the replacement vehicle and your capping opportunity may be compromised. Please note the R450 capped rate excludes the Bakwena toll charges.

D2D and Chauffeur transfers within Gauteng, a R12 levy for e-tolls will be charged per transfer. This will be evaluated over a period of time and this levy may be adjusted depending on actual costs.

Coach Hire, e-toll charges will be calculated at time of quotation according to the itinerary given.

For delivery and collection fees Budget reserves the right to charge the customer for the e-tolls, charged at the Government Gazetted Tariff for registered e-tag users incurred between the closest branch and the delivery or collection point and or increase the delivery or collection fee.

Billing

Budget will receive a daily “transaction” file one day in arrears from SANRAL detailing all e-toll gantry transactions, which will be uploaded onto our system.

The e-toll charge disclosure on your invoice will reflect the accumulated value under the product rate with a detailed billing of the e-toll charges incurred with the applicable date and time reflected for ease of reference of each gantry passed while on rental.

Any applicable toll charges received after finalisation of your rental agreement will be invoiced as a Late Charge and the applicable method of payment on the Rental Agreement will be billed for this purpose.

Should delays occur within the SANRAL network, charges incurred during your rental period will be billed once received. Therefore you may receive multiple late charges which are unfortunately out of our control.

Deposits

Budget will be increasing our deposit payable at time of vehicle collection by R500 for all market segments where the method of payment relates to Cash or Credit card transactions. This is to ensure that there are sufficient funds available to cover toll charges incurred by the customer as Bakwena has now been included at the last minute.
The transactions for Bakwena are at a substantially higher rate.

Refunds

We have increased our refund time frame to 7 days from vehicle return date whilst we monitor the SANRAL timing of billing for e-toll transactions and query resolution.

Administration fees

Initially Budget will NOT levy an administrative fee to the customer as we can only speculate on actual administrative and operational costs; we however reserve the right to introduce this charge once we have properly evaluated the cost model for e-tolling.
